About Maribyrnong

Just six kilometres west of Melbourne’s CBD, Maribyrnong is one of Victoria’s most diverse and dynamic municipalities. With a population of over 100,000, the City is known for its cultural vibrancy, strong community spirit, and rich mix of residential, commercial, and industrial areas.

Council is dedicated to creating an inclusive, sustainable, and connected community. With a commitment to innovation and bold action, Maribyrnong is leading the way in tackling climate change and embedding sustainability across its services. This includes major investment in waste reform, sustainable transport, and urban renewal projects that aim to improve liveability and reduce environmental impacts.

As part of this commitment, the Waste Services team is playing a pivotal role in delivering the Towards Zero Waste Strategy and preparing for the introduction of Victoria’s legislated 4-bin system by 2027. For people joining the team, it’s an opportunity to contribute to city-shaping change with long-term community benefits.

About the Role

This position plays a key leadership role in guiding Maribyrnong’s transition to a zero-waste future. Reporting to the Coordinator Waste Services & Resource Efficiency, the Strategy & Education Officer will develop and deliver behaviour change programs, communications, and engagement campaigns that reduce contamination, improve service outcomes, and drive long-term community change.

The role will oversee the delivery of the TZW Strategy, ensuring that actions are effectively progressed, tracked, and prioritised to drive progress against strategic commitments. You will manage a program of work delivered under an outsourced education model, designed to achieve high impact and meaningful behaviour change. This includes leading the development of high-quality educational materials and working closely with key stakeholders and project teams to support the strategic transformation of services within the approved budget.

Day-to-day, you’ll act as a subject matter expert on waste minimisation, recycling, and circular economy practices, providing advice to senior leaders and engaging across the organisation to embed sustainability into Council operations.

About You

You are an experienced sustainability or education professional with a strong track record in developing and delivering waste, recycling, or behaviour change programs. You bring excellent communication and stakeholder engagement skills, and the ability to design campaigns that resonate with diverse audiences.

Your background includes project management, data-driven program evaluation, and experience in working collaboratively across teams and organisations. You are motivated by making a measurable impact, and can balance strategic thinking with hands-on delivery. A collaborative and confident communicator, you thrive when building partnerships that support long-term community outcomes.
