About the Role
Merri-bek is preparing to transition from its current waste collection contract to a new service arrangement, and we’re seeking an experienced professional to lead this high-risk, high-impact project. Reporting to the Unit Manager Waste Services, this newly created role will oversee the end-to-end transition of services south of Bell Street, ensuring continuity, compliance, and innovation throughout the process.

You’ll lead the development and implementation of a transition plan, covering procurement, risk management, stakeholder engagement, contract negotiation, and handover. The role will also involve mentoring internal contract managers and embedding governance mechanisms to ensure Council is well-positioned for the ‘go-live’ of the new service.

This is not your typical project role, it’s a specialist assignment backed by the executive team, designed to bring focused leadership to a complex and high-risk service transition. The role reflects both internal priorities and sector-wide lessons learned, ensuring Council is well-prepared to deliver a modern, stable, and community-focused waste service into the future.

About You
You’re a confident professional with deep experience in the waste industry, particularly in contract and service transition, tender processes, or procurement strategy. You may have worked within council, or from the contractor or consultancy side, but you understand the complexity of municipal waste delivery and the commercial and operational risks involved in service changeovers.

You bring sound judgement, strong negotiation skills, and the ability to lead with both structure and flexibility. You’re capable of working through ambiguity, managing competing interests, and driving clear, stable outcomes. You’ll also be comfortable mentoring others, embedding long-term capability within the internal team.

This role is ideally suited to someone with:
  • Proven experience leading the transition of service or procurement of municipal waste contracts
  • Strong understanding of the waste sector, heavy vehicle operations, and local government frameworks
  • Excellent communication and stakeholder engagement skills
  • The ability to manage complexity, risk and long-term project delivery
