About Maribyrnong
Just six kilometres west of Melbourne’s CBD, Maribyrnong is one of Victoria’s most diverse and dynamic municipalities. With a population of over 100,000, the City is known for its cultural vibrancy, strong community spirit, and rich mix of residential, commercial, and industrial areas.
Council is dedicated to creating an inclusive, sustainable, and connected community. With a commitment to innovation and bold action, Maribyrnong is leading the way in tackling climate change and embedding sustainability across its services. This includes major investment in waste reform, sustainable transport, and urban renewal projects that aim to improve liveability and reduce environmental impacts.
As part of this commitment, the Waste Services team is playing a pivotal role in delivering the Towards Zero Waste Strategy and preparing for the introduction of Victoria’s legislated 4-bin system by 2027. For people joining the team, it’s an opportunity to contribute to city-shaping change with long-term community benefits.
About the Role
This leadership role is central to delivering Maribyrnong’s Towards Zero Waste Service Transformation Project, including the implementation of kerbside reform under the Circular Economy (Waste Reduction and Recycling) Act 2021.
You will lead a comprehensive review of Council’s waste services, identifying opportunities to maximise resource recovery, reduce landfill, and transform service delivery to accelerate progress towards zero waste. The role involves end-to-end project management—including strategic planning, business case development, and the implementation of key initiatives - while supervising project officers, customer support staff, and contractors.
This is a unique opportunity requiring strong leadership, strategic thinking, and the ability to think beyond kerbside services. While a primary focus is the transition to new kerbside systems, you will also look nationally and internationally for innovative models and service approaches that can help advance Maribyrnong's zero waste goals. You will work closely with internal teams to drive behaviour change and embed innovations and technological advancements into core operations.
A key responsibility is ensuring that all new practices, systems, contracts, and community engagement activities are delivered on time, effectively implemented, and embedded into business-as-usual operations. The role also includes budget oversight, governance reporting, and collaboration with state government and sector partners to ensure successful project outcomes.
About you
You are a proven project leader with strong experience in waste services within local or state government. You bring a solid understanding of the operational requirements in the sector, coupled with expertise in project management and service reform.
With a strong background in project planning and service delivery, you have the ability to influence change, interpret data and legislation, and translate complex regulatory requirements into robust business cases and practical, community-focused solutions that are cost-effective and financially sustainable.
Confident operating at both strategic and operational levels, you can supervise staff, manage contractors, and lead cross-organisational projects. You are an excellent communicator who thrives in collaborative environments and can successfully balance project timelines, budget responsibilities, and diverse stakeholder expectations. You are passionate about innovation and committed to driving meaningful change in waste and resource recovery.
