About City of Kingston
Located in Melbourne’s south-east and stretching along a beautiful coastline, Kingston is a diverse municipality with a strong community spirit. As growth and development reshape the area, the Property Services team plays a key role in ensuring Kingston’s property portfolio delivers value for both community outcomes and commercial opportunities.
About the Role
The Senior Property Officer is a permanent appointment, reporting to the Manager Property Services. This hands-on role will oversee a range of property transactions and agreements, including leasing and licensing for community and commercial tenants, land acquisitions and divestments, contaminated land management, and road discontinuances.
You’ll provide expert advice on complex property matters, prepare feasibility reports, and represent Council in negotiations with developers, tenants, and government stakeholders. The role requires the ability to balance community outcomes with commercial imperatives, support strategic projects such as major property reviews, and contribute to the development of Council policy and strategy.
Day-to-day, you will be comfortable navigating everything from transactional work and lease agreements through to supporting Councillor briefings and high-level discussions around major parcels of land and development agreements.
About You
You are an experienced property professional with strong technical knowledge of land transactions, leasing, valuations, and property legislation. You bring commercial acumen and the ability to structure and negotiate deals, while also understanding the nuances of working in a council or government context.
Your background may include local or state government, specialist property agencies, or the private sector. What sets you apart is your ability to move between detail and strategy- handling the technical “grunt work” of transactions while also providing sound advice on risks, opportunities, and community impacts.
Key to your success will be:
- Strong understanding of property legislation, valuations, and land titles
- Experience with leasing, licensing, acquisitions, and divestments
- Ability to advise on commercial and community outcomes in a balanced way
- Confident communication skills to represent Council with stakeholders and at briefings
