This role provides expert engineering guidance and leads the assessment of moderately complex development applications, focusing on their impact on transport and stormwater infrastructure. The position supports the delivery of infrastructure outcomes that align with community needs within the council area.
 
 
Key Responsibilities and Outcomes
  • Offer technical advice to Council or its delegate on development matters of moderate complexity involving stormwater and transport infrastructure, including flood and storm tide risks.
  • Assess development proposals to ensure compliance with relevant legislative, policy, and operational standards.
  • Make decisions or draft recommendations (as a Council delegate) on development applications, and provide input into cost recovery for infrastructure delivery, including contract and agreement negotiations.
  • Conduct site visits and field investigations to identify and resolve issues related to stormwater and transport infrastructure within development applications.
  • Oversee and support engineers during the technical review of development applications to ensure outcomes are met effectively.
  • Promote a positive, high-performing and service-oriented team culture focused on continuous improvement.
  • Foster effective relationships across a wide range of stakeholders, ensuring collaborative and quality service delivery.
 
 
Knowledge and Experience
  • Proven ability to deliver engineering assessments and manage compliance in a local government or similar setting.
  • In-depth understanding of the planning, design and construction of stormwater and transport infrastructure.
  • Strong working knowledge of the SEQ Regional Plan, State Planning Policy, Adopted Infrastructure Charges, and local planning schemes.
  • Experience interpreting and applying planning legislation and policy to infrastructure assessment.
  • Skilled in guiding and mentoring technical staff to support effective application reviews.
  • Excellent interpersonal and communication skills, with the ability to engage and collaborate across diverse stakeholder groups.
  • Demonstrated ability to influence outcomes and negotiate infrastructure and commercial agreements of moderate complexity.
 
 
Qualifications
  • Bachelor’s degree in Civil Engineering or a related discipline.
  • General Construction Induction Card (White Card).
  • Valid C Class driver’s license.
