About Bayside City Council
Bayside City Council is a diverse and high-profile coastal municipality, known for its beaches, open spaces, tree-lined streets and strong community expectations around amenity, presentation and service quality. With a mix of foreshore environments, parks, sporting grounds, playgrounds and residential streetscapes, their open space network plays a central role in how the city is experienced every day.
Council is currently in an important phase of transition and review across its open space and city services portfolios. There is a clear organisational focus on lifting contract performance, strengthening oversight and using better data to drive decision-making. This creates a genuine opportunity for a leader who enjoys problem-solving, improvement and shaping how services are delivered.
About the Role
The Open Space Operations Coordinator is a senior leadership role responsible for overseeing Council’s outsourced open space, foreshore and tree care contract, which spans parks, sports grounds, playgrounds, beaches, foreshore cleaning and tree management. The contract is entering the final year of its current term, with renewal and future service design a key organisational priority.
A major focus of the position is contract performance and improvement — moving from broad, outcomes-based measures toward clearer data, reporting and analytics that support service efficiency, transparency and accountability.
You will play a lead role in preparing Council for the next iteration of the contract, including working with external consultants, contributing to service reviews and helping define what future service models should look like. While the relationship with the current contractor is positive, there is clear scope to strengthen systems, reporting and controls to better support decision-making and community outcomes.
There is strong executive and organisational support for this role to succeed, with an emphasis on quality, capability and giving the role the space and authority to shape how the team and function evolve over time.
About You
You are an experienced contract and operations leader with a background in open space, arboriculture, civil services or a related field, and you bring confidence operating in complex, high-volume service environments. You enjoy fixing problems, improving systems and bringing clarity where processes and data have historically been vague or underdeveloped.
You are comfortable leading specialist staff, including arborists and contract management professionals, and can balance being firm and decisive with bringing people along through change. You have a strong customer and community lens and can manage a high volume of enquiries while maintaining perspective on longer-term service improvement.
You will bring strong contract management capability, an improvement mindset and the confidence to ask the right questions about performance, efficiency and value. You are motivated by the opportunity to shape a role, influence future service models and play a key part in a significant contract renewal process.
