Manager Roads | Warrumbungle Shire Council | Coonabarabran, NSW

$180,000–$209,000 Total Remuneration Package + Relocation Assistance
  • Lead the operational delivery of a 2,518km road network across regional NSW
  • Attractive remuneration, leaseback vehicle and housing options
  • Relocation assistance up to $7,500 | Exceptional regional lifestyle
The Opportunity
Public Sector People is partnering with Warrumbungle Shire Council to recruit an experienced Manager Roads, offering an opportunity to lead one of Council's most significant operational functions and make a lasting contribution to the region's infrastructure and communities.

Spanning more than 12,000 square kilometres, Warrumbungle Shire is home to welcoming rural communities, spectacular national parks and Australia's first Dark Sky Park.

Reporting to the Director Infrastructure Services, you will oversee the maintenance and operational delivery of Council's 2,518km road network, comprising 975km of sealed and 1,543km of unsealed roads.

This is a hands-on leadership position, combining operational management, financial oversight and contract delivery with the opportunity to build on recent improvements to team culture, maintenance practices and service delivery.

The Role
Leading a team of engineers, supervisors and operational staff, you will be responsible for coordinating Council's extensive roads maintenance programs across a geographically diverse network.

Key responsibilities include:
  • Lead and develop the Roads team, fostering a positive, accountable and safety-focused workplace culture.
  • Oversee sealed and unsealed road maintenance programs, ensuring safe, efficient and consistent service delivery.
  • Manage operational budgets, resources and forward works programs, balancing internal delivery capabilities with external contractors.
  • Oversee Council's Roads Maintenance Council Contract (RMCC) with Transport for NSW, ensuring contractual compliance and effective stakeholder relationships.
  • Manage procurement, tendering, contractor performance and operational reporting.
  • Support the completion of natural disaster recovery projects and emerging infrastructure demands associated with the Central-West Orana Renewable Energy Zone.
  • Build effective relationships across Council, government agencies and the community.
Importantly, this is a working management role. You'll remain closely involved in operational decision-making, financial management and problem-solving, providing practical leadership rather than operating solely at a strategic level.

About You
We're seeking an experienced roads or infrastructure professional who combines strong operational knowledge with the leadership capability to manage a substantial workforce.

Ideally, you will demonstrate:
  • Tertiary qualifications in Civil Engineering, Construction Management or a related discipline, or extensive relevant experience.
  • Demonstrated experience managing roads maintenance programs, ideally within local government or a comparable infrastructure environment.
  • Strong understanding of rural road maintenance practices, particularly unsealed networks.
  • Proven people leadership experience, including developing teams, managing performance and driving continuous improvement.
  • Strong financial acumen and experience managing budgets, contractors, procurement and infrastructure contracts.
  • Excellent communication, stakeholder engagement and problem-solving skills.
  • A proactive approach to WHS, risk management and operational compliance.
Previous NSW local government and RMCC experience will be highly regarded, although candidates from other relevant infrastructure environments are encouraged to apply.

Above all, Council is seeking a visible, collaborative and technically credible leader who can build trust, take ownership and deliver results.

What's on Offer?
  • $180,000–$209,000 total remuneration package ($143,000–$166,000 salary + 3.5% Civil Liability Allowance + 10% Overtime Allowance + Superannuation)
  • Leaseback vehicle option, including private use under Council's arrangements.
  • Relocation assistance up to $7,500 to support your move.
  • Housing option – opportunity to rent a four-bedroom Council property in Coolah.
  • Salary packaging benefits, including eligible rental and household fuel expenses.
  • Flexible and hybrid working arrangements by agreement.
  • Rostered days off, generous leave entitlements and health and wellbeing initiatives.
  • Professional development opportunities and a supportive management environment.
