About the Role
Reporting to the Executive Manager Major Projects, this permanent SEO-level appointment leads the team responsible for the successful delivery of Ballarat’s major capital works program. The role directly manages a team of project managers and officers, providing strategic guidance, coaching, and structured support across all stages of project planning and delivery.
Facilitating the delivery of community infrastructure on behalf of organisational directorates, you’ll work closely with senior leaders across Engineering, Buildings, Open Space and Finance to align delivery with strategic priorities and organisational capability.
You'll also play an integral role in early project scoping and business case development- bringing a strategic mindset to project initiation, feasibility, and risk mitigation.
This is a genuine opportunity to shape team culture, lead process improvements, strengthen governance frameworks, and ensure well considered, balanced outcomes that reflect community needs and long-term value.
About You
You are a technically grounded infrastructure leader who brings experience across the full lifecycle of capital works. You’ve managed multidisciplinary teams and thrive in complex environments that demand structure, accountability, and clear communication.
Your leadership style is collaborative and coaching focused. You enjoy building team capability, navigating change, and creating alignment between delivery teams and broader organisational goals. Experience working with or within an Enterprise Project Management Office (EPMO) structure will be highly regarded.
This role will suit an experienced people leader from local government, consulting, or the broader infrastructure sector who thrives on coaching others and setting teams up for success.
