City Assets Projects and Change Lead
Term contract full-time | Grade 20 | City Assets Directorate Help shape how one of Australia’s fastest-growing councils delivers better services, systems and outcomes.
Blacktown City Council is seeking an experienced City Assets Projects and Change Lead to drive major projects and change initiatives across our City Assets Directorate. This is a pivotal role supporting the delivery of the City Assets Future Directions Plan and Better Practice Review outcomes, ensuring projects are delivered on time, on budget and with strong employee adoption.
You will work closely with leaders and teams across City Assets to embed customer-focused processes, uplift capability and drive continuous improvement that delivers real value to our community.

What you’ll be doing
- Define and coordinate a program of projects aligned to Council’s strategic priorities
- Lead end-to-end project delivery using Council’s preferred project management framework
- Develop and implement change management strategies that maximise employee adoption and minimise resistance
- Drive the delivery of Better Practice Review and Future Directions outcomes across City Assets
- Support changes to job roles, organisational structures and ways of working
- Coach and mentor managers and teams through change and improvement initiatives
- Develop and implement communications and engagement plans for key projects
- Monitor progress, manage risks and report on outcomes to senior stakeholders
- Work collaboratively with Business Improvement, People and Culture, Digital Services and Communications teams
What you’ll bring
- Tertiary qualifications in business, organisational development, project management or a related discipline
- Change management certification with strong practical application
- Demonstrated experience delivering complex projects and business transformation initiatives
- Strong understanding of change management principles, methodologies and tools
- Proven ability to influence, engage and build strong relationships across all levels of an organisation
- Excellent communication skills both written and verbal
- Strong project management capability with the ability to manage competing priorities and deadlines
- Experience facilitating workshops and engaging diverse stakeholder groups
- A collaborative, customer-focused approach aligned to Council values
- Current Class C driver licence
Desirable experience includes project management qualifications, exposure to Prosci ADKAR, TechnologyOne and an understanding of local government, asset management or engineering environments.
