We are seeking an experienced Business Analyst to support the delivery of key business and technology initiatives across the organisation.
Working with a range of stakeholders, this role will focus on analysing business problems, understanding desired outcomes, and defining what success looks like before solutions are implemented. The discovery work has largely been completed, and the council is now seeking a BA who can work through the problem space, assess impacts, identify opportunities, and establish clear target-state outcomes that technology can ultimately enable.
The successful candidate will act as the bridge between business and technology teams, ensuring initiatives remain outcome-focused and aligned to organisational objectives. This is an excellent opportunity for a Business Analyst who enjoys working at a strategic level, helping stakeholders define tangible business benefits, measurable outcomes, and a clear vision for future-state operations.

Key Responsibilities
- Analyse complex business challenges and identify opportunities for improvement.
- Facilitate stakeholder workshops to understand business objectives, pain points and desired outcomes.
- Define future-state processes, business capabilities and success measures.
- Gather, document and validate business, functional and non-functional requirements.
- Develop business cases, process maps, impact assessments and recommendations.
- Conduct options analysis and support informed decision-making.
- Ensure technology initiatives remain aligned to business objectives and strategic outcomes.
- Work closely with project managers, technical teams and business stakeholders throughout delivery.
- Support business readiness, testing and implementation activities.
- Build strong relationships across operational, leadership and technical stakeholder groups.
Essential Experience & Skills
- Demonstrated experience as a Business Analyst within complex business, ICT or transformation environments.
- Strong capability in business process analysis, problem definition and outcome-focused requirements gathering.
- Proven ability to facilitate workshops and engage stakeholders at all levels.
- Experience defining target-state outcomes, benefits and success metrics.
- Strong analytical, documentation and communication skills.
- Ability to challenge assumptions and help stakeholders clearly articulate desired business outcomes.
- Experience working across both business and technology teams.
- Strong stakeholder management and relationship-building skills.
Desirable Experience
- Business transformation or organisational change initiatives.
- Process improvement and service redesign projects.
- Enterprise systems and technology-enabled business change.
- Local Government or public sector environments.
- Data, reporting or information management projects.
- Agile, Hybrid or Waterfall delivery methodologies.
Preferred Qualifications
- Tertiary qualification in Business Analysis, Business Management, Information Technology, Information Systems or a related discipline.
