Job Description

Public Sector People are currently working with a local council Melbourne’s South East to recruit their new Team Leader of Transport Planning and Operations.

As the municipalities Team Leader of Transport Planning and Operations you will provide high level strategic direction to the organisation for how Council can continue to plan and deliver effective transport planning and operations solutions, provide leadership and mentoring to the Transport Planning and Operations Team, lifting capabilities within the team to respond to current and future transport needs and support the development of the capital program, and processing of requests for new and upgraded transport infrastructure.
  
This will be an initial 4-month temporary contract assignment with opportunity for permanent placement.

Duties will include but not limited to:
  • Develop and implement transport policy, strategy, and master plans to drive and inform capital works planning, funding allocation and delivery for the development of a broad Position Description range of transport infrastructure.
  • Provide input to the preparation and implementation of precinct structure plans, development plans and other internal/external strategic planning documents, articulating transport requirements to service new, emerging and growing communities.
  • Initiate action on internal and external funding opportunities through grants, partnerships, and sponsorship opportunities including co-ordinating the preparation of grant applications and subsequent compliance with agreements, reporting and evaluation processes.
  • Be instrumental in the development, implementation and monitoring of industry best practice strategies and processes working towards making the Council a safer municipality for all transport modes.
  • Ensure traffic and parking investigations are undertaken as required and respond to Council resolutions and public enquiries concerning traffic issues
  • Ensure that road accidents are analysed, and appropriate remedial action taken as and when required.
  • Manage street lighting network and Council car park lighting improvements from resident requests or capital works projects.
  • Proactively seek community participation in planning, service development and decision making through appropriate engagement processes.
  • Demonstrate a shared leadership approach and model behaviours consistent with the Council values.
  • Understand the economic, political and social issues relating to Local Government environment. 
Requirements include:
  • A tertiary qualification in engineering including Professional Engineering Registration (RP Eng.) and extensive experience in transport planning and operations.
  • Strong leadership and mentoring skills along with experience leading teams in an ambiguous, evolving, and complex environment.
  • Extensive understanding and experience in applying State and Federal policies and legislation.
  • Thorough knowledge of transport, growth area and established area planning, and capital works planning.
  • Knowledge of and familiarity with principles and practices relating to budgeting and relevant accounting and financial procedures.
  • Proven experience in developing and monitoring project budgets, funding arrangements, and planning and/or delivery of capital works projects of various scale
  • Demonstrated skills and experience in submission preparation, report writing, project brief development and management of consultants
  • Positions in this Band typically involve the supervision of large numbers of employees or the supervision of tertiary qualified employees or employees with extensive experience.
  • A sound knowledge of budgeting and relevant accounting and financial procedures is essential except for specialist positions where such knowledge may not be required.
