Public Sector People is proudly exclusively partnering Western Water to appoint a Senior Project Manager, reporting to the Coordinator Infrastructure Delivery and working within the Infrastructure Delivery Team on key projects.

The Senior Project Manager will deliver on recycled water and water treatment plant upgrades. The position will manage major capital works projects from planning through to commissioning for Western Water’s Capital Works Program and ensure implementation in accordance with legislated requirements and Western Water’s technical standards.
The role will focus on core activities such as:  
  • Development of capital works projects in relation to provision of water, wastewater treatment and recycled water services, including transfer pipelines, treatment facilities, storage and asset management, including strategic planning, investigation and development from the capital works program.
  • Project manage all aspects of coordinating and implementing capital works projects in relation to project quality, budget, timeframes, and outcomes.
  • Negotiate with and coordinate the activities of contractors and consultants and manage contracts in relation to quality, budget, and time.
  • Ensure excellent customer service is always provided.
  • Assist in complying with and achieving Essential Services Commission performance criteria.
  • Contribute to Western Water’s vision “to be a leading service provider” and to provide high quality customer service and represent Western Water as a customer focused organisation to the Community.
  • Ensure that you and fellow workers on jobs you are doing (including non Western Water workers) meet all OHS, Environmental and Quality requirements for that work and situation at all times. Due consideration must be given to public safety.  
All project management resourcing will continue to work under the guidance and supervision of the Infrastructure Delivery Coordinator, ‘Working from Home’ during the COVID-19 Pandemic and from the office within Government guidelines. Key duties include:  
  • Managing the technical aspects of several capital works projects at various stages of development.
  • Produce Business Case and deliver Project from start to finish.
  • Management of design consultants for detailed design and preparation of Specification and Tender documentation.
  • Seek relevant business approvals for project progression.
  • Negotiate with and coordinate the activities of contractors and consultants and manage contracts in relation to project quality, budget and time.    
To be considered for the role, you will require Project Management experience in Recycled Water Plant Upgrades and:  
  • Project management skills with a capacity to manage a high number of ongoing complex capital projects.
  • Need to be able to develop and manage the technical aspects of capital works projects consistent with Western Water’s strategic direction.
  • Sound experience in capital works (involving water, wastewater and recycled water network, treatment plant, pumping and storage assets) projects. Sound experience in tendering of design and construct contracts and contract management.
  • Knowledge of leading practice for delivery of capital works projects.
  • Capable of apportioning technical risk and responsibility between Western Water, consultants and contractors.
  • An understanding of the economic, community, political and environmental issues that face the organisation in the delivery of services and projects.  
Furthermore, preference will be given to candidates with the following:
  • Tertiary qualifications in a relevant Engineering and/or Project Management discipline, or equivalent substantial practical experience.
  • Proven construction and project management experience of multi-disciplinary complex projects, preferably in the water industry, utilities, or government environment.
  • Extensive experience in managing design, engineering, construction, commissioning, and handover phases for capital works (involving water, wastewater and recycled water network, treatment plant, pumping and storage assets) programs.
  • Understanding of the various regulatory, legislative and Act requirements as these relate to capital works activities.
  • Sound understanding of relevant Australian Standards and WSAA codes
  • High level of interpersonal skills for stakeholder consultation and positive discussions and resolutions.
  • Strong interpersonal/communication skills and a demonstrable ability to communicate at all levels, including Senior Management.
  • Ability to work proactively and autonomously whilst acting within a team environment.
  • Demonstrated strong customer service focus.
  • Results oriented, with demonstrable problem-solving abilities.
