Job Description

Public Sector People are working with a Local Council in Regional QLD, who are seeking a Program Manager on a contract basis. This Council is approximately 480 km from the Brisbane CBD.  

The purpose of the role is to provide strategic, operational and corporate guidance and support for the Council’s Project Management Office assisting with the planning, design and construction of Capital Works Projects, across :
Roads and drainage; Parks, gardens and reserves; Water and Sewerage;  Reticulated gas network; Waste; Flood Mitigation. 

This role will be working with a team of 10 Senior Leads, reporting into the Director of Infrastructure. This is a Contract role, with the potential for permanency. Accommodation costs are offered. 
  • Ensuring delivery of the Infrastructure Services Works Program within the financial year approved.
  • Providing leadership for the State’s 3rd largest road network with a small ratepayer base and therefore limited financial resources.
  • Quickly getting up to speed with, and ensuring legislative compliance for, the additional functions undertaken by the Council (e.g. Quarry within the Infrastructure Services Directorate and regulated by the State Government)
  • Consistent focus on the ‘non-engineering’ parts of Infrastructure Services delivery – those aspects of service and project delivery that are critical to success in a local government environment – e.g. good governance, communication, probity in procurement.
  • Progressively reviewing and making recommendations on the Organisational Structure to ensure sustainability of Infrastructure Services into the future – reshaping where possible through natural attrition and redeployment.
Required Knowledge / Qualifications:
  • Tertiary qualifications in an engineering related field and experience in the delivery of civil infrastructure services and projects. 
  • Whilst the successful applicant will ‘value-add’ to Infrastructure Services and broader Council decision making using their engineering background, also important is the ability to communicate technical and/or complex information clearly and accurately.
  • It is also highly desirable that applicants have experience in the development and/or use of third-party certified management systems across Quality, Safety and Environment.
